How Proposals and Voting Work

The step-by-step path from public discussion to an approved House of Stake decision.

Every proposal follows the same basic path: discuss it publicly, review it, vote on it, and then give the Security Council a final check window.

The Process

All proposals follow the same sequential process before becoming ratified.

Stage 1: Forum Deliberation

Duration: Variable | Location: gov.near.org

The proposal is posted to the governance forum for public discussion and community feedback before a final proposal is submitted.

Outcomes:

  • ✓ Proposal posted on gov.near.org
  • ↻ Feedback integrated

Stage 2: Screening Committee

Duration: 7 days

The Screening Committee reviews the final proposal. Approval is required to proceed to an onchain vote.

Outcomes:

  • ✓ Approved → proceeds to vote
  • ✗ Rejected → Proposal requires higher quorum to pass

Stage 3: Delegate Vote

Duration: 14 days

Approved proposals move to an onchain vote. Delegates have 14 days to cast their votes in favour or against.

Outcomes:

  • ✓ Passes → Security Council check
  • ✗ Defeated → proposal ends

Stage 4: Security Council Check

Duration: 7 days

The Security Council has 7 days to veto the passed vote. If no veto is issued, the proposal is automatically ratified.

Outcomes:

  • ✓ No veto → proposal ratified
  • ✗ Vetoed → public post required

Timeline Summary

Fixed duration after forum: 28 days

  • Stage 2 (Screening Committee): 7 days
  • Stage 3 (Delegate Vote): 14 days
  • Stage 4 (Security Council Check): 7 days

Note: Forum deliberation (Stage 1) adds variable time before this fixed 28-day period.
